I am aware that 'fixation' is a photographic technique, but here 'fixer' refers to film, and moreover appears alongside a host of non-technical actions: "le droit de ... fixer, reproduire, représenter, publier, diffuser et plus généralement d’exploiter les séquences filmées"

This is just a difference between the way we think of it in FR and EN -- in EN, 'filming' presupposes it is being recorded in some way, but in FR these are distinguished as 2 separate parts of the activity.
Whether or not you need to use 'sequence' or 'scene' (possibly more natural in EN) depends on the wider context, as does the addition or not of 'being' --- cf other examples zher FR uses the pqst pqrticiple zhile En uses the present, e.g. 'le bien vendu' > 'the property being sold' (i.e. NOT '...that HAS BEEN sold')
