Darin ist wenig Sinn zu erkennen, aber das steht ja auch nicht im AT.
Eine Bank kann weder gemäßigt sein noch gemäßigt worden sein, und sie hat auch keinen Hintergrund.

Wenn das Ganze veröffentlicht werden soll, dann z. B. so: "dank der Niedrigzinspolitik der Zentralbank".
Womöglich ist es aber eine Testübersetzung. Honi soit qui mal y pense.
