This is in a technical document describing a test procedure for running in brakes for trucks.
"fringalage" is a type of noise produced by brakes during running-in indicating there is a defect of some kind.
It is the third in a list, the other two being broutement = grabbing, and crissement = squealing.

Dans l'industrie du poids lourd, on utilisera la terminologie suivante :
Le fringalage désigne des phénomènes concernant les très basses fréquences, inférieures à 20 Hz.
Le broutement, qui se caractérise par des fréquences typiques de 20 à 120 Hz.
Le crissement, lui, concerne un domaine de fréquences plus étendu et beaucoup plus élevé.
