control point for ...? Following Paul G's useful comment, I hope to elaborate:
Still pretty sure 'fixpunkt' is a control point in surveying terms. Having read quite a few Swedish pages where 'höjdsättning' occurs, the precise meaning varies somewhat. Can simply mean elevation, or elevation in the sense of the elevation/height to which something is built/raised/positioned. Examples:

"Stenvalvsbron vid Byvärma mättes in med måttband och avvägningsinstrument. Höjdsättningen utgick från fixpunkten vid brons södra ände."

"Linjeavvattning ska användas i undantagsfall. Om linjeavvattning behöver användas på grund av höjdsättningen så ska klass väljas enligt..."

"Erforderlig detaljanpassning av höjdsättning mot befintliga infarter och anslutande vägar utförs så att dagvattenavrinning säkras..."

"Närbelägen fix krävs för höjdsättning (annars mäts endast den relativa sättningen i mätpunkten)"

My understanding is that this term refers to setting the level that all subsequent height measurements will relate to. I thereforer suggest ”...a fixed point for setting the base level...”

levelling From my civil engineering days. Establishing a control point for precise levelling (surveying points fixed to the ground and on structures). Does this make sense in the context?

Otherwise I thought it might be terrain design, but not sure how the 'fixpunkt' would relate to this unless designing a terrain relative to a particular elevation.

May simply mean elevation for structures but I'd need to see more.
