Thanks for providing this added context. I was wondering if VOR = vestibulo-ocular reflex. It makes the interpretation difficult, because this reflex deals with horizontal (or lateral) movements, while "Hebung" would indicate a vertical (or cranial) movement :-(

VOR is vestibulo-ocular reflex. It is part of an eye motility test on a patient who has recently suffered a head injury.

"... in this context" In which context? – e.g., what is the patient's problem or situation, what is the test supposed to show, what is "VOR" (based on your text or your interpretation)? I am afraid this is not a self-explanatory standard phrase for experts, and "some test regarding eye motility" does not really provide enough information for a reliable proposal.

I think this refers to elevating the chin, which means raising the head. This improves sight if there is ptosis of the lids.
