...while simultaneously enabling hole drilling and indented downlight cutting
I think Port City's answer provides some helpful clues. However, if you look at the reference documents provided by me and cinefil, there doesn't appear to be any protrusions at all. An indent is built for the cut out hole. I was initially thinking mountain-shaped because the right-angled blade attachment (山おとし刃) could be used to create a sort of a tapered effect. However, after more consideration, I think this should be translated "indented downlight cutting."

building an indent on a protruding surface
山おとし seems to mean smoothing out a decorative protruding surface to build an indent for the flange. You may come up with a better expression to covey the same thing.

"Smoothing out the surface for the flange" might do.

This link uses both "indented downlight" and "trimless downlight" in its description (also zoom-in on page 2 of the embedded document):
https://issuu.com/brilumen/docs/flyer_monet
This link uses "flush-mounted downlight":
https://www.lights.co.uk/fio-powerful-led-downlight-16-w.htm...
This down to earth visual analogy makes perfect sense : the long drill bit securing a central anchoring before the 2 side cutters of equal lengths enter into a torque action balancing their effects on the material cut.
One suggestion perhaps:
How about "flush-mounted", rather than 'indented'?
