Masa (di) luar tempoh

This being a heading/sub-heading of sort (and to match the source text), I would go for the simplest and briefest rendition.

Per context, time out of time simply means time besides/outside of an allocated time frame.

tempoh khayalan

"time-out-of-time" =
1. An imaginary period; a period that is unrelated to real events in the past, present or future. (This seems to be the meaning according to the book.)
2. A time during which the narrator is dreaming or otherwise unconscious of the present/reality.
Example sentence:

it only says that mukundaram's theme took place in a time-out-of-time, whereas the other one took place at a precise timeframe, that is before the turkish period of bengal.

rancang kesuntukan masa

There is no direct translation from English to Malay for this. You need to translate it by meaning.
Time out of time = To time (arrange time/plan), in order to avoid lack of time (or not enough time).
So, in Malay = atur masa bagi mengelakkan kesuntukan masa = rancang kesuntukan masa
