When I asked the client if he was sure that he was happy with "site development", this is what he said Phil: Regarding the “Habilitacion del sitio” issue. To my understanding, and what I remember from the course, is that “habiltacion del sitio” in the context of construction means getting a site ready for building, this includes a series of preparation activities like, getting permissions, clearing and levelling the ground, arrange for water and electricity connections, laying pipes for the sewage systems, etc. , but also “Habilitacion del sitio” is just the name of the course so “site development” didn’t sound that wrong to me, even though it is quite a general term. I also had a check on the link you sent. “Site preparation” or “fitting out site” both sound to me as valid alternatives what might be more precise than “site development”. So in other words, I don't think there is much between "site development" and "site preparation". Maybe "site preparation" has the edge.

Yes, I think "fitting out" might be appropriate. At the end of the day, I can check with the client but wanted to find the best term before returning for checking really. I think the French would use "amenagement" in this context (?).

Thanks for suggestions so far. Unfortunately there isn't really any more context, because it is a degree transcript so contains single lines of text to describe course elements.

Sorry. I didn't agree with 'site enabling' and didn't read your entire entry. Maybe you could have reposted 'site preparation'? 'Site enabling' is not widely used.

Site development

It can be translated in many ways. I would prefer Site development.
Anyway, more context can help us arrive at a more accurate translation.

This is what happens before you start building.

Here's a recent example from Los Angeles, where you can see from the picture that the site has been leveled and prepared for the construction of a new concourse:

“El trabajo de **habilitación del sitio** ... se ha completado en el plazo previsto y por debajo del presupuesto. Ahora, la construcción va a todo vapor hacia la apertura para finales de 2019”, señaló al respecto, Deborah Flint, directora ejecutiva de Los Angeles World Airports.

And here's the English quote:

SITE COMMISSIONING/COMMISSIONING OF THE SITE

He visto este término utilizado en textos técnicos para referirse a la habilitación de una planta o máquina. Creo que puede aplicarse perfectamente a un sitio de trabajo.

site preparation

I think in the U.S., the activities that the references cited included in "HABILITACION DEL SITIO" are part of what we would call site preparation: clearing the site of brush & debris, rough grading to make a working surface for the project, fencing, removal of trees, demolition of existing structures that aren't going to be kept, etc.

pre-construction approval

Before and construction can take place, especially for a major project, a whole series of requirements must be made and approved, such as environmental impact studies, financing, sometimes removal of hazardous waste, building plans approved, permits approved, etc. It is a long process, because of gov't red tape, which can take years before a green light is eventually given. There may also be issues of acquiring eminent domain and further delays brought on by lawsuits.
