The whole phrase is - für den Antragsteller besteht kein Vordruckzwang (Artikel 1 § 1 Absatz 2 der VO BGBl. Teil I Nr. 36) -

What each part of Vordruckzwang means is quite clear. However, non of the glossaries / legal dictionaries I have tried gives a convincing English (quasi-) legal equivalent.

Two points, though, because I'm not sure my answer made this clear enough; I didn't want to make it too long.
First, I only used "required" because it said, as posted:
"Wird das Formular [...] so angepasst, dass dem Gericht die Angaben als strukturierter Datensatz übermittelt werden können, sollen die nach Satz 1 Nummer 1 und 2 antragsberechtigten Behörden dieses Formular nutzen."
Depending on how you phrase the rest of the sentence, I feel as if "under no obligation" could sound too restrictive. They will indeed be asked to fill out a form that is already available if it it only needs to be slightly adapted for electronic transmission--without changing the content.

In this case it is B-W which is "under no obligation to use any pre-existing form"; that's how I finally translated it. The defendant, on the other hand, must complete prescribed forms.
The reference to BGBl is copied and pasted from the original. It's an example of the legal reference not being fully enlightening.

It simply means you must fill in/out the forms/documents they give you. If you don't, they can reject whatever you submitted.
