This is probably very simple but I am doubting the exact meaning. Is it that they are "restricted" by this obligation? or "subject to" the obligation? Or is there a better way to say it?

The phrase appears various times in the document. Here is another example: Las operaciones que no se ajusten a lo dispuesto en la normativa se encontrarán alcanzadas por la Ley del Régimen Penal Cambiario.
