Mi intento es "The fee covers the entire day", pero no me suena del todo bien. Alguna sugerencia.

When entering new questions, KudoZ askers are given an opportunity* to classify the difficulty of their questions as 'easy' or 'pro'. If you feel a question marked 'easy' should actually be marked 'pro', and if you have earned more than 20 KudoZ points, you can click the "Vote PRO" button to recommend that change.
How to tell the difference between "easy" and "pro" questions:
An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)
A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

: The original is ambiguous, as it could mean that return is required the same day, or 24 hours after the initial rental. The phrase also seems to mean that a full-day charge will always be applied (i.e., even if you use the scooter for one hour).

daily rate
You rent the vehicle on a daily rate specific to the size of the vehicle
http://www.westwallasey.com/go/Fleet-Rental/Rental-options
A daily rate with unlimited mileage will probably work out cheaper...

Please note that rentals are billed at a daily rate.
I agree with Robert that the line is ambiguous, but I now think that it's more likely to be referring to cost and not returns. I agree with his last comment- that there are no hourly or partial-day rental fees. You pay for the day (meaning ambiguous) regardless of time used.
This is how I would express the idea and would expect to see it appear on a website.

Or, Please note that rentals are billed at the daily rate of $110.
Which makes clear that the figure below of $110 is not the grand total.

Thanks :)
"Hire" or "rental" would be more precise or even "charge" or "price/cost" could also work here
