Some context, sorry for neglecting to do that: This is a quote from a Judge's ruling on a case involving migrant workers' children:
"כאשר אני לוקח שני ילדים שנולדו באותו בית חולים, הלכו לאותו מעון ולאותו גן והגיעו יחד לכתה א' ואחד חוסה תחת החלטת הממשלה והשני לא זה לא עומד במבחן התוצאה."

testing the result? review of the outcome? We are all pressed for time right now. Might not have a chance to view this once you have posted further context. Don't know what type of תוצאה is subject to מבחן but clearly this is some kind of double-checking or review of the outcome of some kind of testing. Hope this helps. Chag Sameach.
