What's the best way to differentiate between экстренный вызов and неотложный вызов. I've always thought of them as synonyms before, but obviously (at least in this context) there is a difference in degree of urgency.
Would "emergency call" vs "urgent call" be the right fit?
Context:
Время доезда скорой медицинской помощи на экстренный вызов - до 20 минут.
Время доезда скорой медицинской помощи на неотложный вызов - до 2-х часов.

Your version is good, but somewhat "literary": those two terms are somewhat arbitrarily applicable to both cases, so to speak vice-versa. Indeed, they are often used for different cases pall-mall: some use one and some the other and not necessarily consistently.
In Italy, they say "codice rosso" and "codice giallo" respectfully: (red code and yellow code)
You may wish to consider Code 1 and Code 2 ambulance calls/responses:
Code 1: A time critical case with a lights and sirens ambulance response. An example is a cardiac arrest or serious traffic accident. Code 2: An acute but non-time critical response. The ambulance does not use lights and sirens to respond.
Wikipedia gives a different nomenclature, so I suppose both suggestions may work. Please have a look:

При состояниях, требующих медицинского вмешательства, но не представляющих угрозы для жизни – оказывается неотложная помощь.
Решение о целевом оказании той или иной помощи принимает диспетчер или фельдшер. Если в момент вызова для оказания неотложной помощи нет экстренных вызовов, то на неотложный вызов направляется первая освободившаяся бригада «скорой помощи». В других случаях, вызов переадресовывается в поликлинику и к больному будет направлен врач.

Спасибо! Да, в США есть ER (emergency rooms, usually in hospitals) and urgent care clinics. Это не одно и то же.
