Il s'agit de l'article concernant la dotation des postes vacants.
"If the parties are unable to agree, the matter shall be resolved under the System Board procedures."
Je ne sais quoi proposer, voilà quand même une tentative.
"Si les parties ne parviennent pas à s’entendre, la question sera réglée conformément aux procédures prévues dans la carte-mère"?
Le problème : carte-mère ne me semble pas approprié.

Le contexte est vraiment trop maigre pour assurer une réponse fondée sur du solide !!
Toutefois, en aéronautique, les systèmes sont des ensembles complexes : système de dégivrage, pour faire simple, mais également systèmes variés de navigation, pilotage automatique ou gestion des moteurs, pour les plus complexes.
Tout comme un programme ou un projet peut avoir son comité de pilotage, il me semble plausible qu'un système soit géré et piloté par un comité réunissant des décideurs et des experts.
Toutefois, en aéronautique, les systèmes sont des ensembles complexes : système de dégivrage, pour faire simple, mais également systèmes variés de navigation, pilotage automatique ou gestion des moteurs, pour les plus complexes.
Tout comme un programme ou un projet peut avoir son comité de pilotage, il me semble plausible qu'un système soit géré et piloté par un comité réunissant des décideurs et des experts.

les procédures pour que les gestionnaires puissent pourvoir les postes vacants, ... elle-même est en faveur d'un assouplissement du système de dotation.
Gestion du capital humain : agents en poste ou l'on nomme aux postes vacants des exerçant la fonction ... si élevé que l'on pouvait se demander si le système de dotation en 175.
