This term occurs in a document about ensuring the financing required to decommission and dismantle nuclear power plants.

As nuclear power plant operators make payments required under law to secure provisions for future expenditures, they are released from liability.

I think, in the other text somebody is arguing, there should be no blanket deals covering whole industries (giving some industries an undue advantage over others) but instead, any release from liability should distinguish sharply (betreiberscharf) between individual operators and their respective shares in the problem and any remedies already made in line with their contributions to climate change.

Another example where “scharf” is used in a similar word combination is “verursacherscharf”
