That’s a very good point. I basically went with what sounded most natural to my mind, where I imagined something like this where the small polygon would be the mine and the large one would be the reserve (or the buffer zone), where it says: “If users create a polygon feature that completely overlaps another one like this” http://gis.stackexchange.com/questions/29223/dealing-with-ov...
To my mind if I said “completely overlays” that could mean the mining claim would completely cover the larger polygon (the reserve).
But yes, you have a valid point and at least now people can take it into account for future reference. Thanks, everyone!

Overlap I didn't see Pat's entry until now, so I couldn't comment until the question was closed.
I don't see overlap fitting here as the text reads "superpuesto totalmente", so it seems to me "completely overlaps" would be an oxymoron, since overlap means to cover partly:

Overlap - Extend over so as to cover partly:
the canopy overlaps the house roof at one end

Yes, Jessica, I agree, but I think you could use "lies over" or "overlies" in those instances.

After skimming your document, I was going to suggest, from the context, that you try "lies completely within." "Lie within" works here, but not later when it uses "se superpone al nevado Pichu Pichu." In a way, it's as if they were visualizing a map with various overlays. You could use "lie within" or "is located within" for most of the occurrences of the word and go to "includes" when it mentions the mountain.

El primer considerando expresa con claridad que la petición de concesión que han hecho las mineras no es viable porque esa zona pertenece a la demarcación de otra área ya establecida (la Reserva Natural Salinas y Aguada Blanca), de manera que ambas demarcaciones resultarían superpuestas, lo cual no es posible.

No veo ningún impedimento en usar el término inglés *superposed* para expresar esta situación.

Hi Rich. If I understand it correctly, if you looked at it on the map, the footprint of the mine would cover the entire buffer zone, so I think what the text means is "overlaid".

agree Thomas Walker : For a map representation, overlaid is appropriate - the boundaries of the floodplain are overlaid on the topo map. For a physical, say geological situation, the basaltic flow is superposed on the underlying sedimentary deposits.
