A document dealing with procedures for handling treatments in Europe of Gulf nationals.
I know that
سكرتارية
can be translated "secretariat" but this seems too big a word for the secretaries in what is probably a relatively small medical attache's office. They simply handle communications (esp. email). "Secretary" itself is a little out-of-date in English also.
