If we assume this means 'sales to customers who live not far from the store, i.e. in its primary catchement area' (which seems to be what they are talking about by 'region', although that could be quite large!), then I think this may be the term you need. If this is the case, i would understand it as 'store-close sales'; does it simply mean 'customers who live close enough to the store to be worth adding to its database'?

C'est le terme utilisé lorsqu'un magasin est sur le point de fermer et souhaite écouler ses stocks. Est-ce que cela correspond au contexte?
