Hey, what's the context of this phrase? The literal meaning of "hedge" is a line of trees that are planted to form a barrier (See wikipedia https://en.wikipedia.org/wiki/Hedge). In this context, "cutting hedges" refers to trim the trees.

;) Another possibility is that there might be a typo. This phrase could actually be "cutting edge", which usually refers to great advancement, like in scientific research.
