Mandatory Combined Delivery Report required by UNDP Country Offices

Based on expense reports received from the project executing entities / implementing partners and recorded in Atlas (the UNDP corporate management system), UNDP prepares a Combined Delivery Report (CDR) at the end of each quarter and at the end of the year. The Combined Delivery Report is a mandatory official report which reflects the expenses and funds utilized on a project.

The expense page reflects the total expenses (recorded in Atlas) of a project during a period. The Funds Utilization page reflects outstanding NEX advances with the IP, undepreciated assets, prepayments, inventory, and outstanding commitments made by UNDP as direct support to the project. Both pages (expense and funds utilization) should be part of the package sent to the IP for certification. The final Combined Delivery Report at the end of each quarter or the year must be signed by UNDP and certified by the designated authorized official of the executing entity / implementing partner to confirm the validity of the expenses incurred on behalf of the project for the reporting period.

An executive CDR is also introduced as a management report summarizing the project expenses in line with the seven general ledger expense categories of UNDP’s Financial Statement. This report is only a management report and should not be signed or form part of the CDR package sent to IPs for certification.

The Combined Delivery Report reflects all project expenses from three sources: (i) expenses incurred by the project executing entities / implementing partners; (ii) expenses incurred by UNDP as direct support to the project; and (iii) expenses incurred by other UN agencies as implementing agency, or under the harmonized operational modalities, responsible party to the project, within that particular period, as described below.

(i) Expenses incurred by executing / implementing partners (either government or non-governmental organization)

If the project uses the cash advance modality, the Financial Report (FR) or Funding Authorization and Certificate of Expenditure (FACE) form, reporting expenses and requesting advances must be submitted by executing entity / implementing partners to the UNDP country office at least quarterly, and signed by the authorized official of the executing entity / implementing partner (see section on Direct Cash Transfers in this chapter of the Policies and Procedures). The FACE form includes information on: (1) the status of advances (2) a list of expenses since the previous financial report, and (3) a request for a new advance. The UNDP country office enters the expenses in Atlas throughout the year as the FACE form reports are received. These executing entity / implementing partner expenses are recorded in the government expenses column in the Combined Delivery Report. In the country office, the project officer or finance associate must control the outstanding advances balances in order to monitor the correct implementation of the funds.
