It's probably waste that starts as superfluous drops of molten glass that arise in the manufacturing process (presumably incadescent light bulbs).

I meant "incandescent", of course! but in English & German (although apparently not French) an ampoule (Ampulle) is a sealed glass container for a liquid that will be injected, not the envelope of a light bulb - but I still think Abschmelzreste is the molten glass residue.

A great problem for closed ampoules is the opening process before filling. The ampoule top must be burnt open with a hot flame and an over-pressure must exist so that any fragments of the molten glass are blown away.
