[X]'s canning lines for food applications...
If you can accept the following segmentation and equivalences:
- Treating 製 as a verb in the active mode does not make much sense in that context, but segmenting the string as an NP qualified with 御社製+缶詰 does;
- reading 缶詰 as かんずめ = tin can (for long term food preservation and storage)
- CHS = Centre for Health Sciences...
then everything becomes clear, don't you think?

PS: two more things :
The Web gives 2 or 3 more organisations by the short name of CHS, one of which is the "Community Health Systems", but all appears to be concerned with health safety standards.
By "way over 3.0", I understand this to mean anything between 3.5 and 3.9.

Example sentence:
The CHS has rated your company' (food) preservation standard as Grade 2.5, (right? If so,) then allow us to upgrade the preservation standard of your canning lines using smooth-rolled material, not to merely 3.0 but, from now on, to way over 3.0.
