For simple procurements, for example of standard products, evaluation may consist purely on verifying that the proposals meet the technical specification, and then determining which proposal offers the best price, (noting that it should have been determined in advance whether ‘best price’ means lowest purchase cost, or lowest total cost over the life of the contract or of the goods, as appropriate - that is, whole-life costing). For most procurement the evaluation process will be more complex.
