Non sono felicissima del termine italiano che propongo ma sono sicura che si tratta di un dispositivo che serve per alzare un oggetto per renderlo visibile al cliente. Dal testo non si capisce bene come è fatto è cosa alza (display-maker...???), quindi propongo un termine che va bene per tutto.

Il nome ladro di Joule è dato dal fatto che la pila che lo alimenta tende ad essere prosciugata fino alla tensione di saturazione VCE(sat) del transistor, solitamente a 0,4 V. Usando un transistor con una VCE(sat) più bassa, la pila tenderà a scaricarsi fino a quel valore !
Il circuito sfrutta la proprietà auto oscillante dell'oscillatore bloccato.
