Hi, I'm having difficulty coming up with the right English translation for this. I was thinking along the lines of "supplementary regulations/rules" but the use of réglement des impayés in the last sentence makes me think it has more to do with account settlement. Thanks for your help!
La mission a relevé la présence de comptes irréguliers en dépassement par rapport aux autorisations en place. Ses dépassements sont générés par des règlements d’appoints autorisés conjointement par le Directeur de la Banque XXX et les responsables de centre banque XXX. Or, ces derniers ne disposent pas de délégations de pouvoirs et les demandes d’accords exceptionnelles (DAE) à destination de la hiérarchie (lignes de métier et Direction des Risques) n'ont pas été établies préalablement à la comptabilisation de ces opérations.
Par ailleurs, des décisions de règlements d’appoints sort directement prises par la Banque XXX au détriment du réglement des impayés sur nos crédits.

If you Google [banking + "top-up adjustment"], you may find the notion of "top-up" helpful here. The idea of an "appoint" is to make up for a shortfall. In your context, some folk have been making this type of adjustment to accounts without having the authority to do so. Tu, tu, tut!

"un appoint" unless it has a more specific meaning in the bank's jargon is a sum of money made to match a given amount (of a invoice, a loan...) when some payments were already made towards it in order to settle in full the invoice/loan...
