Mário, creio que é o setor onde o diploma é efetivamente emitido (produzido) e não apenas entregue. Esse carimbo, com a assinatura do responsável, é justamente para demonstrar a autenticidade do diploma.

Diploma Production & Despatch(Distribution) Office
This is a title currently in use. "expedição " indicates to me that this is the department that despatches/sends out the certificates, rather than the department that issues them. (Although it could do both).
"The following certificates are produced by the Diploma Production Office at the University of London."

I am older than you think, and"despatch" appears quite often in UK English. Your link states that it is used "about a third of the time". Besides, when you live (and were born) in the UK you don't need to browse language websites to know that.

In the UK the Student Registry usually issues Diplomas and Certificates etc., it often lumps together previously separate departments, as shown in the link.

I believe in the United States the term is Office of the Registrar/ Office of the University Registrar/ Registrar's Office (all of the terms are present in U.S. University websites, though I believe the most common is the first), a quick search on Google for terms such as "diploma dispatch registrar california university" will confirm this.
PS: The term for "Expedição de diploma" is "diploma distribution" in the U.S.
