Now, if Bianca is translating to UK En, than Despatch is OK, because in the USA you will surely not see the word spelled with an "e".

@ Mario As your link states, "Despatch" (with an "e") is used "about a third of the time" in current English. (Age is also irrelevant as words get passed down for many years even after newer words begin to take over). As you will see from the following 2015 UK and US wepages, this variation is used in walks of life in today's world:

Mário, creio que é o setor onde o diploma é efetivamente emitido (produzido) e não apenas entregue. Esse carimbo, com a assinatura do responsável, é justamente para demonstrar a autenticidade do diploma.
disagree Lara Barnett : Correct meaning but not standard usage, so should not be capitalised. However, surely the use of "expedição" indicates "despatch" or "distribution" of certificate? "Issuance" is not the term used here. // But "emissão" is the literal translation !

I see you've provided a better answer. Thanks. I've suggested a literal translation because that would not affect the document for the purpose it's being translated. Of course, if someone provides a standard usage answer, as yours, that should be chosen.

Diploma Production & Despatch(Distribution) Office

This is a title currently in use. "expedição " indicates to me that this is the department that despatches/sends out the certificates, rather than the department that issues them. (Although it could do both).

I am older than you think, and"despatch" appears quite often in UK English. Your link states that it is used "about a third of the time". Besides, when you live (and were born) in the UK you don't need to browse language websites to know that.

Student Registry

In the UK the Student Registry usually issues Diplomas and Certificates etc., it often lumps together previously separate departments, as shown in the link.

Office of the Registrar

I believe in the United States the term is Office of the Registrar/ Office of the University Registrar/ Registrar's Office (all of the terms are present in U.S. University websites, though I believe the most common is the first), a quick search on Google for terms such as "diploma dispatch registrar california university" will confirm this.

PS: The term for "Expedição de diploma" is "diploma distribution" in the U.S.
