Resp. is a translation (not very successful) of the german word "Beziehungsweise".

"Resp. standing for German beziehungsweise, which very rarely means respectively".

Resp. = "or, as the case may be".

"This is a common "mistake" in texts that were originally in a language like German or where the author is a German speaker, for example. The Germans use the word "beziehungsweise" to mean "and/or" and this translates literally into English as "respectively".

I suppose that here "resp." means "or, as the case may be", not "and/or".
