It explains that the "notice paysagère" is a detailed statement of how the work will affect the site:
Le but de ce document est de présenter le projet et la situation du terrain aux instructeurs du permis de construire. La notice permet d’expliquer plus précisément et par écrit ce qui n’est pas forcément visible sur les plans.
I would leave it in French and put "landscape impact statement" in brackets afterwards.

: I don't think this is specific enough. As Chris's reference shows, it's a statutory document that has to follow a certain format and contains information not shown in the plans. That's why it's called a "notice".
