Source: Indien de verzelfstandiging van de afdeling in 2016 in zijn plooi valt, zal dit als een afzonderlijke entiteit voorgesteld worden in de begroting 2016 (indiening voorjaar 2015).

Draft target: Should autonomy for the department be agreed upon in 2016, it will be presented as a separate entity in the budget for 2016 (submitted in spring 2015).

Would 'in zijn plooi' mean 'agreed upon' here?

Another is to drop it altogether, and say "should the department become wholly autonomous by 2016, it will be incorporated as a .."
And another way to read it, I agree with Evgeny, is to consider what's actually happening here: if there are negotiations going on about it right now, then yes, it becomes "...the matter of the department autonomy be settled in.."
