Segundo José Eduardo Castello Branco, no Dicionário Inglês - Português de Termos Ferroviários:

RUN THRU, RUN THROUGH - agulha danificada por trem circulando no sentido jacaré-ponta da
agulha, devido à posicionamento incorreto.

Tudo leva a crer que a expressão significa que o trecho não deve ser usado como passagem direta na direção contrária à da agulha (AMV).

Eu traduziria aqui por utilizados, porque o site seguinte me parece elucidativo:
We called them " run through" switches on the NYC. They were painted yellow or orange. They are still around but as you stated it is against the rules to run through them now.
