"Ces acteurs de la transition souffrent de difficultés d’accès à des fonds propres, difficultés que la coopérative entend pallier. L’objectif n’est cependant pas de se substituer aux acteurs locaux et aux réseaux émergents mais bien de leur offrir un relais financier et favoriser l’émergence de nouveaux projets."

Acteur is just someone involved, an agent, player, stakeholder, something like that. I wouldn't say actor unless it was on stage.

I’m not sure if the “acteurs de la transition” are the people who can’t get any “traditional” funding or if they are the people that get hired by somebody to look for funding and it is these hired people that can’t get traditional funding. It might help if we had the previous sentence.
In the first case, we have something more like “agents of change.”
In the second, it seems more like “intermediary actors.”

What's being transitioned, here? That's what's weird about this. Is it the idea of these people transitioning from artisanal creators to megaconglomerates? If so, then the phrase might be translated as something like "go-getters" or "aspiring businesspeople" or something like that.
In the first case, we have something more like “agents of change.”
In the second, it seems more like “intermediary actors.”

| Thanks Arthur but this is about alternative credit facilities for projects such as social housing, organic farming and renewable energy so I don't think "go-getters" or "aspiring businesspeople" wold be suitable here. |
