Kabelaußenlager

German to English Tech/Engineering Transport / Transportation / Shipping Rail ICT
Source sentence (from a call for tenders by DB Kommunikationstechnik, full text at http://bit.ly/1oJH4Vw):

"Betreiben eines Zentrallagers mit einem Kabelaußenlager und ca 15 flächendeckend verteilten Regionallagern mit Crashteilecharakter"

I'm not sure about the meaning of "Kabelaußenlager". Does this mean that it is an *outdoor* storage facility, somehow *separate* to the central storage facility or even *external* (i.e. maintained by a third party)?

And as to the reference to "Crashteilecharakter" ... Huh?!

Any light that anyone more knowledgeable than I on such matters can shed on this sentence would be greatly appreciated.

@ Johannes I didn't translate the call for tender, but merely a document that referred to it. Because I didn't receive a reply to my question from the end-client (i.e. my client's client) before the return deadline, I returned the translation to my client with an open question in the hope that the end-client would provide an answer before the editor had completed his/her work.

Read what I wrote I didn't select a term. I don't consider either to be more correct than the other since I'm not sure what was actually meant. Do you have inside information?

However since the customer never got back to me to confirm what exactly this Außenlager was, I don't feel it would be fair to award one of you the points for the "correct" answer since either may be correct depending on the context.
