En mi opinión, se está hablando del lenguaje jurídico. No del derecho como ciencia u objeto de estudio. Por algo el autor utiliza la palabra "vernacular" y seguidamente se hace mención del "discurso" que utilizan los políticos.
Elegí la palabra "esenciales" porque se hace mención de derechos y obligaciones, entre otros.

Otra opción sería "elementos básicos del lenguaje jurídico" teniendo en cuenta el adjetivo "vernacular" al principio.

: I looked for this in google and didn´t find it referring to jargon. I believe it´s just talking about the basics, as your Answer indicates. It looks like they´re referring to the term "staples of law" as a vernacular term in and of itself only.
