In contrast, scientific and legal frames are, according to Htun, technical: they demand expert knowledge and provoke little controversy. Legal frameworks involve rights, law, and fundamental legal symbols that become resonant “master frames” with a “powerful impact on how grievances and objectives are conceived, legitimized, and acted upon.” The “vernacular staples of law” – rights, duties, privileges, and prohibitions – constitute the discourses through which politicians address most issues; secular arguments are thus expected in the political realm and provoke relatively little controversy.
