who wear their inner beauty on their sleeve
I am not entirely sure about this, but there is an English idiom “wear one’s heart on one’s sleeve” to denote that a person reveals their inner self to the world, and my suggestion is based on an analogy with this. I have managed to find an example of its use:
“The mission of My Signature Look is to help people wear their inner beauty on their sleeve and enjoy the process of applying styles that match their true personality.”

whose inner beauty shines through
This sacrifices the idea of reflection, but keeps the "inner beauty is light" metaphor and, I think, sounds quite natural.
