Another one I'm not sure of. I have translated this as 'according to their resources', as in:
Mexico uses a combination of forest inventory surveys based on field measurements and teledetection, when appropriate, to estimate anthropogenic emissions according to their sources, forest-related absorption by greenhouse gas sinks, forest carbon reserves, and changes in the forest zones.
Spanish context:
México utiliza una combinación de levantamiento de inventarios forestales basados en mediciones en campo y métodos basados en la teledetección para estimar, según proceda, las emisiones antropogénicas **por las fuentes** y la absorción por los sumideros de gases de efecto invernadero relacionados con los bosques, las reservas forestales de carbono, y los cambios en las zonas forestales.

This is a direct quotation from the Kyoto Protocol, and I would advise using the exact wording of the official English version (without worrying too much about what it means!):
Artículo 3 (3):

So "de gases de efecto invernadero" goes with "emisiones", not with "sumideros" (as you might reasonably have thought).

As far as I can tell from reading the Protocol, "emissions by sources"/"emisiones por las fuentes" means greenhouses gases that sources emit, whatever those sources may be.

Me inclino a pensar que se trata de "sources" y no "resources". El original dice " para estimar las emisiones antropogénicas **por las fuentes** y la absorción por los sumideros de gases de efecto invernadero
