Почему употребить "employee" здесь предпочтительнее?

Потому что здесь говорится о работниках и работодателях.

Поэтому в данном конкретном конексте "employee" можно назвать не только служащего, но и рабочего.

Located обычно относится к неодушевленным предетам. (Correct me if I`m wrong here).
