2. A formal power of attorney document that may be signed by a shareholder to authorize another shareholder, a representative of the shareholder or the company's management, to vote on behalf of the shareholder at the annual meeting. Proxy statements must be filed with regulatory authorities (the Securities and Exchange Commission in the U.S.) on an annual basis prior to the company's annual meeting. Proxy documents are meant to provide shareholders with the information necessary to make informed votes on issues important to the company's performance. A proxy is known to offer shareholders and prospective investors tremendous insight into a company's governance as well as a glance at the way that a company's management operates.

Letter of delegation
To confirm what you have already come up with, I regularly do translations for drug companies relating to clinical trials. This is my clients' preferred term. See also the second link which may be helpful in general.

Discussion
If other translators haven't come accross this, I might ask the CRO directly what they actually use!
More specifically, authorization of a new trial Sponsor (CRO).
I saw this on another page:
9. Contract Research Organization: If sponsor has delegated authority to a “Contract Research Organization” (CRO), to coordinate research work with AUB, OGC requests a copy of the letter of delegation, which should include the agreed-upon activities and responsibilities of the CRO. The agreement should also specify the required quality and safety program provided by the CRO on behalf of the sponsor.
