Thanks, Opolt. The EN public like to think of their food being grown rather than sourced. A more appetising word.

regional self-determination
Despite almost universal agreement on "locally grown" :-)
As there is no mention of crop growing, feed or foodstuffs in the context, I would rather go for "regional self-determination" as a translation for "regionalität".
As in "A policy of self-determination on GMO issues as a principle or added value"
This means that the regions can decide for themselves on GM-issues rather than bowing to EU directives - particularly as Austria has taken on a leading role, and is much further than other EU countries, in the regulation of GM-seeds and crops from our fields

GMO Genetically Modified Organisms - this goes further than GM-crops and includes secondary seeding outside defined areas, secondary pollination (of non-GM plants with GM plant pollen) , insects that may ingest and spread GMOs, soil bacteria etc.
If GM-Frei must be in it, then something like:
"Regional self determination and freedom from GMOs"

: Good point, and I agree that the context is poor, but if you Google the two terms together it does suggest that Andrew is right. For example:
