cemetery design
from sentence:
Obřadní síň uzavírá rozsáhlý předprostor, na nějž se směrem západním napojuje už dnes využívaný urnový háj.
this concerns a modern cemetery, not the Urnfield culture, and I imagine it holds urns of the deceased taking up less space, and good for those without a family grave site, thanks !

: I believe that "urnový háj" is an outdoor site and it corresponds to your proposal of "urn garden", e.g. http://www.rosedalecemetery.org/english/urn-garden

urn alley
This is the term used at our local cemetery, but that is based on the arrangement - if the area with urns is arranged as an alley this would be the suitable name.
