a way of glossing over things
I think it's trying to say that nothing is said of any substance -there is no real communication. It's not absolutely clear who should be giving the advice.
Perhaps another idea could be "pays lip service to it"

: I feel this is along the right lines, though at the back of my mind there's an idea that there is an expression even more apposite... if only I could remember which ;-)

Comment: "to be honest I indicated that the French was unclear and possibly a misprint for 'blocage'"

flocking
as opposed here to "l'autonomie"

On second thoughts, I don't think the French could mean "grouping together".

a way of silencing
At the beginning talking about listening to the franchises suggestions, have Found references on flocking asbestos, building process....idea of smothering, covering

Heinrich Stallmeister
: I understand that "flocage" describes a process of putting velours or other fibres on a surface, softening it, reducing impact. So it is probably about "shutting up" people.

Flocage is, among other things, the application of the glaze to pastry products
I can only assume this is from whence the metaphor comes

a means of concealing things
I suspect that the word 'flocage' whether from the packaging field or building field, is some kind of metaphor for 'covering up'.
If this is true, then it would be wise to use it in this sense.
It is difficult to tell from the context and only the answerer can make this choice.
