No harm in trying to split the couplet or doublet.

Even some lawyers argue that conclusion e.g. of a contract is ambiguous for entry into or the termination. OK. Completion isn't much better, albeit in contract vs. ins. pol. terms.

Having worked in translating very large contracts with millions of Euros and dollars in involved with a Italian lawyer who specialized in Scotland next to me, I am sure that to perfect a contract or policy means to complete it (in order to impletement) being sure that every single detail of the contract has been done correctly (e.g. all the authorizing signatures of all the contract have been affixed, the date and spellings, adresses are correct) without which the contract or policy deemed as not having been completed properly.
