This term is in a paper about intercultural bilingual education, one of the "políticas compensatorias" i.e. government policies to rectify/redress/compensate the indigenous population for historical wrongs. Is there a word for this type of policy? Here is an example from the text:

Luego, se define a la EIB considerando cinco rasgos centrales (política compensatoria neoliberal, descentralización/regionalización educativa, modalidad del sistema, metas lingüísticas y perfil docente).

agree Charles Davis : Yes, I would use the literal version "compensatory policy" here. It's pretty close to "affirmative action policy", but that's a bit too specific.
