I see that the source is not written very clearly - and since modern strollers have one axle in the back and separate wheel assemblies at the front (and I assume we're talking about the rear wheels here, where the post has to go through the wheel), and since these instructions are probably meant for parents and not for engineers, perhaps this simple solution would work best.
