Не знаю, какая у вас сфера деятельности, но согласно ссылке ниже разница в уровне квалификации временных сотрудников:
temporary - низовые исполнители
interim - обычно руководящий уровень - менеджеры, директора и т.п., отсюда "временно и.о.", чтобы подчеркнуть их статус
