This is a Danish term in Copenhagen in an agreement concerning condition of telephone/light poles (wood) which is divided into 4 "rådklasser": "Good mast/pole condition" to "must be replaced"

råd = rot (as in 'dry rot' or 'wood rot'), so it must be some indication of how badly the mast/poles have rotted.

"Råd" can have the meaning putrefaction which I think is what it goes about. (But "råd" could also mean intention; then it could mean what they are intended for when it comes to the reuse.)
Master i form af gittermaster og betonmaster vil svare til træmaster i rådklasse 1-3. På denne baggrund er

The el poles are wood masts or concrete lattice mast and are removed from use and must be classified into the above classes for reuse.
