mass balance sounds a little fanciful outside a chemical or physical context. I wonder if the author meant the "commercial centre of gravity"? To avoid over- or mis-translation, it might be safer to omit "mass" completely.

"de masse" could be referring to the "plan de masses" (town planners would be dealing at that level), or "l'équilibre commercial de masse" could mean "keep the existing balance/proportions between different sectors of commercial activity" without looking in details inside each commercial sector.
