I need your help, please.

In the sentence: "The XYZ recommends that the terms to the Marketing Authorisation should be varied."

The word "varied" here means "it should be changed" or "it is subject to changes"? or something else?

I would use amended or varied here. Either one is fine in this context. Both terms are used in the context of a change to a contractual term.
