当事者が契約に拘束される権限を有する / それぞれの当事者を拘束する
最初の have full authority to bind の部分は、表明と保証(representations and warranties)と同性質の条項で、契約当事者が契約に拘束される権限を有することを表明するもので、いわゆる当事者の「行為能力」が存在することを確認しているものだと思います。これが存在しないと契約の効力を否定されることになりかねないためです。後の do bind their respective parties は先の記述を受けてそれぞれの当事者を拘束する意思表示をしているものだと思います。

いろんな契約書関連のサイトがありますのでご参考にされるといいと思います。しかし話は変わりますが、例えば including but not limited to など、結局は「など」一言で済むのに、そういうすばらしい日本語があるのに、法律専門用語と称してわざわざ長ったらしいおかしな日本語にしなければならない(本当にしなければならないかは大いに疑問)ことになっているのは、遺憾なことだと思います。もしかしたら、たとえば「など」の意味の解釈自体を本当に理解してない、あるいは原文の英語を変えてしまうのでなないかとびくびくしている自信のない日本人が大勢いるからじゃないかと思いますがどうでしょうかね。
