This seems to be Flemish rather than Dutch. I think this means that the vehicle wasn't flagged as being wanted by the police (f.i. as a vehicle reported stolen).

: Belgian Dutch as opposed to Nl Dutch. There is no such language as Flemish. The Flemish are nederlandtalig. /where does database come from?

Does your neutral also apply to the answer as such? / I added "in the database" merely for explanatory purposes, not really as part of the answer as such. In order to be flagged, the vehicle must be registered in some kind of database.
