In my opinion, is easier to explain in the context of the whole term:
減滅菌作用 = decreased sterilisation efficacy or reduced sterilisation effects. However, I would advise adding further context to assist other potential responders.

Based on Mami's answer, double sterilisation is a good option.
Example sentence:

agree David Christian (X) : I agree, but you should also take the verb tense into account. Instead of reduced/decreased, it should be "to reduce or decrease" since we are not talking past tense.

Thanks David - and great advice. I used past tense here out of habit as the incomplete contextual sentence looks like it would be modifying a noun.
neutral Mami Yamaguchi : I can't say anything definite though, I believe 減滅菌作用 means 減菌作用+滅菌作用, and not reducing sterilisation efficacy.
